Ethiopia has moved to prioritize essential services and public transport through a strict fuel rationing system, while Senegal has focused on administrative savings by banning all non-essential foreign travel for government ministers.

Meanwhile, Madagascar has taken the most severe step, declaring a formal state of emergency specifically designed to curtail national fuel consumption and stabilize the economy.
