Belarus Closes Transit Route for Russian Military Conscripts

Belarus Closes Transit Route for Russian Military Conscripts

On April 29, 2026, Belarusian authorities declared that Russian citizens who have received military conscription notices are no longer allowed to travel through Belarus. This change in policy was highlighted when a Russian man was reportedly prevented from boarding flights to Georgia and Armenia after being identified in a military conscription database.

A spokesperson for Belarus' State Border Committee stated that a common database exists in collaboration with Russia, allowing Belarusian border personnel to verify whether Russian citizens are restricted from leaving. "If travel is prohibited, then all questions should be directed to the Russian Federation," the spokesperson remarked.

This development stems from a digital military summons system introduced in April 2023 by President Vladimir Putin, which restricts the travel rights of Russian draftees. If individuals fail to report for service, their rights, including the right to travel abroad, are automatically revoked. Notifications of conscription are considered legally served seven days after being posted to a centralized digital registry, regardless of the recipient's actual awareness.

Artyom Klyga, a lawyer with the Movement for Conscientious Objectors, remarked that he anticipates an increase in cases where Russians in Belarus are denied travel rights as integration with Russian military protocols intensifies. Additionally, men who disregard their summons for more than 20 days face penalties, including bans on driving and restrictions on loans and real estate transactions.

The collaboration between Belarus and Russia in enforcing military conscription signals a tightening grip over individuals seeking to evade military service, further consolidating Russia's efforts to mobilize its population amidst ongoing conflicts.
