Consequently, authorities ordered the immediate evacuation of buildings near the terminal, relocating residents to local schools as 160 firefighters worked to contain the massive inferno. The Tuapse refinery, operated by Rosneft, is a crown jewel of Russia’s energy export infrastructure, with an annual capacity of 12 million metric tonnes.

"Drone strikes against civilian infrastructure are becoming more frequent," President Vladimir Putin stated in a televised address, acknowledging the "serious environmental consequences" of the Tuapse disaster while claiming the situation remained controllable.

Military analysts suggest the persistent targeting of Tuapse is part of a broader Ukrainian strategy to bleed the Kremlin’s oil revenue and disrupt the logistics supporting the invasion, now entering its fifth year.

Beyond the "black rain," the refinery's coastal location has triggered a burgeoning marine crisis. Satellite imagery confirmed an oil slick spanning approximately 10,000 square meters in the Black Sea near the port, prompting an urgent response from Emergencies Minister Alexander Kurenkov. In an effort to contain the spill, authorities have deployed floating booms and a team of 40 divers to survey the seabed and prevent further leakage into the Tuapse River and open sea.

The recurring nature of the attacks has sparked rare public frustration. On social media, local residents have demanded answers as to why air defenses failed to protect the city from a third successive raid, with some accusing Moscow of indifference toward the environmental devastation in the Krasnodar region.

As of Wednesday, April 29, city services are working around the clock to remove over 2,500 cubic meters of contaminated soil from local beaches, while the smell of fuel oil continues to hang heavy in the air.
