York Regional Police have charged seven current officers from the Toronto Police Service and one retired officer in connection with an organized crime investigation that highlights severe allegations of corruption within law enforcement. The operation, dubbed “Project South,” began in June 2025 after a suspicious vehicle incident led to the detection of a conspiracy to commit murder.
Investigators revealed that officers accessed confidential databases unlawfully and shared sensitive information with known criminal associates, enabling a range of criminal activities, including armed robberies and shootings. Among those arrested are:
Timothy Barnhardt (56): Faces 17 charges, including drug trafficking and bribery. Robert Black (42): Charged with conspiring to obstruct justice and drug-related offenses. John Madeley Sr. (55): The retired officer is charged with breach of trust and possession of stolen goods. John Madeley Jr. (29): The constable faces charges of breach of trust and unauthorized database access. Carl Grellette (49): Charged with breach of trust and harassment. Saurabjit Bedi (38): Faces multiple conspiracy charges and a trafficking charge. Derek McCormick (57): Accused of theft and obstruction of justice. Elias Mouawad (24): Charged with breach of trust and unauthorized database use.
In addition to the eight officers, 19 other individuals have been apprehended, further complicating the investigation. Toronto Police Chief Myron Demkiw expressed disappointment over the developments, emphasizing the commitment to transparency and responsibility during the inquiry.
