That tension means progress may come in careful steps rather than sweeping declarations. Yet even modest consensus can shape aid policy, trade review mechanisms, and international negotiations.

For Europe, the meeting was also about relevance. In a region often dominated by Washington, regional powers, and urgent crises, Brussels is seeking to show that patient multilateral diplomacy still has a place.

The conference ended without dramatic breakthroughs, but it underscored the EU’s intention to remain engaged in future peace efforts concerning Gaza and the West Bank.
