North Korea Revises Constitution, Drops References to Reunification with South Korea

SEOUL, May 6, 2026: In a significant political maneuver, North Korea has revised its constitution, formally removing all mentions of reunification with South Korea. This alteration reflects an ongoing strategy under leader Kim Jong Un to redefine the inter-Korean relationship and categorize the South as a separate entity.

The revised constitution indicates that North Korea's territory consists of land bordering China and Russia to the north, and South Korea to the south, along with corresponding territorial waters and airspace. Notably absent is any reference to the contested maritime boundary, specifically the Northern Limit Line, which has been a point of dispute between the two Koreas.

Political analysts are interpreting this revision as part of a broader "two hostile states" policy, indicating a departure from the historic narrative of seeking reunification. The removal of terms such as "peaceful reunification" and "great national unity" has raised alarms regarding future diplomatic relations and the potential for escalated tensions.

Professor Lee Jung-chul, an expert on North Korea at Seoul National University, suggested that the amendments could lead to a form of "peaceful coexistence," as opposed to open conflict. However, others express concerns that this could increase the likelihood of military confrontations due to the framing of South Korea as a "primary foe."

The constitutional changes coincide with Kim Jong Un's earlier statements regarding South Korea, where he asserted the North has “no business dealing with” its southern neighbor and aimed to "permanently exclude" it from the category of compatriots.

As South Korean President Lee Jae Myung extended offers for dialogue without preconditions, North Korea has remained unresponsive, further entrenching the perception of hostility. The revision not only marks a significant ideological shift for the Kim regime but also signals a more aggressive stance towards future interactions with the South, highlighting the complex landscape of Korean Peninsula relations amid rising military activities and geopolitical tensions.
