In response to a growing public health crisis, Russia's Ministry of Health has proposed an ambitious plan to expand HIV testing to cover one-third of the population. During a recent briefing, Health Minister Mikhail Murashko stressed the urgency of this initiative, stating, “The goal is to drastically reduce new infections. By testing every third citizen, we can identify cases early and mitigate further spread.” This large-scale screening effort is intended to enhance public health capabilities and target at-risk groups effectively.

Despite previous increases in testing efforts—over 54 million tests were conducted in 2024, reflecting a sharp rise in public screening efforts—the rate of new infections continues to be concerning. Current estimates suggest approximately 890 cases per 100,000 people in Russia, in stark contrast to lower rates observed in many European nations.
