As tensions rise, foreign embassies in Kyiv are steadfast in their decision to remain, disregarding warnings from the Russian Foreign Ministry for personnel to evacuate ahead of the May 9 Victory Day celebrations. This warning stemmed from concerns expressed by Russian officials, particularly after Ukrainian President Volodymyr Zelensky indicated that the fate of the military parade entirely rests on the Ukrainian army's actions.

On May 6, Russian Foreign Ministry spokesperson Maria Zakharova characterized Russia's advisory as a response to an “inevitable retaliatory strike” that could occur if Ukraine disrupts the Victory Day events, labeling any potential actions by Ukraine as "criminal terrorist plans." Alongside this warning, Russia's Defense Ministry announced a ceasefire for May 8–9 while simultaneously threatening a massive missile strike on central Kyiv should there be any violations.

Responses from international diplomats suggest a strong commitment to remaining in Kyiv. German Foreign Minister Johann Wadephul voiced that Berlin "will not be intimidated" and has no intentions of evacuating its embassy. Similarly, an EU spokesperson stated, “We will not change our posture or presence in Kyiv,” emphasizing that attacks are a daily reality for the region.

Ukraine's Foreign Minister, Andrii Sybiha, expressed gratitude towards European allies for standing steadfast against Russia's threats, reiterating that such intimidation should not be tolerated. He emphasized that Russia is once again revealing itself as a state that flouts international norms.

As concerns about the viability of the proposed ceasefire grow, a senior Ukrainian official indicated that Kyiv sees no reason to adhere to Moscow's terms for the Victory Day celebrations, stressing there is no "point to follow it for the parade."

The situation remains precarious as temporary truces during the ongoing conflict have consistently failed; indeed, Russia has been accused of violating previously negotiated ceasefires on numerous occasions.

Amid such uncertainty, Ukrainian leadership continues to push for a full and unconditional ceasefire, while Moscow persists in proposing temporary paues tied to symbolic dates.

This ongoing conflict has seen Russia consistently targeting Kyiv since the full-scale invasion in 2022, resulting in loss of civilian lives and significant infrastructural damage. As the May 9 celebrations approach, the dynamics between Ukraine and Russia remain fraught with tension.
