BERLIN, Germany – In a move that formalizes a long-term security architecture for Europe, Ukrainian President Volodymyr Zelenskyy and German Chancellor Friedrich Merz signed a landmark defense cooperation agreement on Tuesday, April 14, 2026. The deal officially elevates the bilateral relationship to a Strategic Partnership, signaling a shift from immediate crisis support to a deep, integrated industrial alliance.

The signing took place during a high-profile visit to Berlin, where both leaders emphasized that the pact is a "clear signal" of Europe's commitment to defending territorial integrity and fostering regional stability.

The cornerstone of the agreement is a massive joint venture for unmanned systems. Before the formal talks, Zelenskyy and Merz inspected seven new types of jointly developed drones, including six aerial models and one ground-based robotic system.

The agreement highlights advanced technology like the Linza 3.0, a 12-inch drone capable of carrying 4kg over 15km, and the STRILA interceptor, which can neutralize high-speed targets at up to 415 km/h. To scale these innovations, Germany plans to manufacture at least 10,000 Ukrainian-designed drones in 2026, combining German precision engineering with Ukrainian battlefield software. Additionally, the Termit ground system was unveiled, offering a 40km range for remote logistics and casualty evacuation across difficult terrain.

The agreement prioritizes the protection of civilian infrastructure by securing critical air defense supplies, including the procurement of hundreds of PAC-2 missiles for Patriot systems and launchers for the IRIS-T. To ensure a steady supply, a new GEM-T production facility in Schrobenhausen, Germany—operated by COMLOG—will be established. This domestic expansion is designed to replenish Ukraine’s interceptor inventory while significantly strengthening the broader European defense supply chain.

Beyond physical hardware, the two nations signed a Memorandum of Understanding on the electronic exchange of military data. This MOU aims to create a real-time digital link between Ukrainian combat experience and German defense engineering.

Chancellor Merz noted that Ukraine’s unparalleled combat experience will drive an "innovation loop," allowing German engineers to refine next-generation weapon systems using direct battlefield feedback. This data exchange is designed to bolster European sovereignty, increasing the continent's strategic independence and its capacity to respond to both hybrid and conventional threats.

A total of ten cooperation agreements were finalized during the summit, covering defense production, cyber security, and long-term financial aid. Germany has already allocated €11.5 billion in the current budget for military support, bringing its total contribution since 2022 to roughly €55 billion.

"Now, more than ever before, we want to learn from one another," Chancellor Merz stated during the closing press conference. "We are not just supporting Ukraine; we are building a joint industrial base that will define European security for the next decade."
