CANTILAN, Surigao del Sur — A joint tactical strike led by regional intelligence units has dismantled a large-scale illicit mining operation in the Caraga region. Authorities confirmed the arrest of nine Chinese nationals and one Filipino associate following an intelligence-driven raid on Thursday evening of April 10, 2026 in Barangay Lobo, Cantilan.

The operation, spearheaded by the Regional Intelligence Division 13 (RID-13), targeted a sophisticated extraction site that local officials claim had been operating without the necessary environmental permits or mineral agreements.

The sheer scale of the operation was revealed through the seizure of heavy machinery and specialized mining paraphernalia. Police estimates place the value of the confiscated equipment at approximately P50.5 million.

The raid resulted in the seizure of a massive inventory of assets, headlined by heavy machinery including multiple excavators, pay loaders, and 10-wheeler dump trucks essential for large-scale earth-moving. Authorities also confiscated sophisticated processing equipment, such as high-capacity generator sets, water pumps, and sluice boxes designed for rapid mineral separation.

Beyond the tools of extraction, the shutdown included the site's infrastructure, specifically the on-site bunkhouses and support facilities that served as a residential hub for the illegal foreign workforce.

Beyond the immediate illegal mining charges, the suspects are facing a battery of legal challenges. The Department of Environment and Natural Resources (DENR) and the Mines and Geosciences Bureau (MGB) are conducting a technical evaluation to assess the extent of the ecological damage to the Lobo river system and surrounding watershed.

"Illegal mining is not just a theft of our natural resources; it is a direct threat to the safety and livelihood of our communities," stated Brig. Gen. Marcial Mariano P. Magistrado IV, PRO-13 regional director.

Multiple legal proceedings have been initiated against the suspects, beginning with primary charges under RA 7942 (Philippine Mining Act) for the illegal exploration and theft of national minerals. Parallel to these criminal charges, the Bureau of Immigration is pursuing immigration violations, investigating the visa status of the nine Chinese nationals to confirm if they were engaging in unauthorized labor.

Furthermore, authorities are preparing cases for environmental offenses, which may include additional penalties for the unauthorized destruction of protected land and the resulting ecological damage to the local watershed.

This raid is part of an intensified campaign across Mindanao to curb unauthorized foreign-led resource extraction. In the first quarter of 2026 alone, inter-agency task forces have arrested over 60 individuals linked to similar syndicates in Agusan Del Sur and Bukidnon.

As the investigation unfolds, several critical developments to watch include the upcoming technical evaluation from MGB-Caraga, which will quantify the volume of minerals extracted and the extent of the environmental degradation.

Simultaneously, the National Bureau of Investigation is focusing on tracking the syndicate to identify the "big fish" financiers who funded the operation from behind the scenes. Finally, the focus will shift to deportation proceedings, as authorities establish the legal timeline for the foreign nationals once their local criminal complaints and immigration violations are finalized.
